Video of Bellevue officer William Dowsing's (b.1990 ZIP 98028) forceful restraint of unarmed woman goes viral
Update: After the video spread, Bellevue police announced it was prohibiting neck restraints.
Officer was not disciplined.
The police chief Stephen Mylett has called the video of the officer’s actions “disturbing” but “reasonable for the resistance he was faced with.”
