On 05/1 9/15 I was dispatched to a disturbance. The call stated that there was a fist fight between three males. The parties were currently separated and at their respective homes. Upon arrival I contacted, CD, and ZD at their home. CD stated the following. He has been recording his neighbor drive thru a nearby stop sign and play disruptively loud music for the past few days. Today he decided to confront his neighbor, B. Bhamber, while B. Bhamber was in his vehicle at the stop sign.
The call also stated that I was choked and that the Bhamber's attacked me and my brother. I also never said anything about a stop sign, nor was Bhavpreets car at a stop sign at any point during the incident. I don't know what this sentence is supposed to mean if not describing the actual incident.
CD stated he went to B. Bhamber's car with a camera and began questioning him about his poor driving practices. B.Bhamber then exited the vehicle and smacked the camera in CD's hands. CD stated that is when his brother ZD came onto the scene and attempted to keep both parties separate. CD then stated that is when B. Bhamber called his brother, Jaspreet Bhamber out. CD stated B. Bhamber was aggressing towards him and pushed ZD's arm out the way. B. Bhamber then took CD down to the ground and placed him in a chokehold. Jaspreet then attempted to grab CD's legs, but ZD struck B. Bhamber in the head which caused him to let go.
I never said anything to him about his driving practices before he exited the vehicle. Again, this is easily confirmed by the video itself, the transcript, and my testimony. Note the officer states I was attacked first. Note also the lack of charges on my ASSAILANT, for his assault on me and my brother. Why? On scene, neither Bhamber remembers anything about what happened, and in their statements, do not admit to touching me at all. Why the discrepancy? Why the dishonesty?
CD stated he had video of the entire event.CD then showed me the video. The video showed the following. CD approaching B. Bhamber's vehicle from the front, impeding his progress, yelling at B. Bhamber for driving through the stop sign and playing loud music.
False. The video shows me entering the street, and having right of way as a pedestrian. I do not raise my voice at anytime before Bhavpreet gets out of his car and aggressively invades my space in an attempt to intimidate me with his size. What the video also shows is Bhavpreet Bhamber accelerates suddenly and stops in front of me. I ask what he is doing, and move out of his way. He is free to leave. He chooses to get out and hit me. This is not self-defense, Officer Wyche. I make no mention of loud music before Bhavpreet exits his car.
B. Bhamber appears confused, exits the vehicle and tells CD to stop recording.
This is a false statement. This is direct perjury; no where in his statement or on scene does Bhavpreet state anything about asking about my camera, or even hitting my camera. Where does this information and the similar statement in Officer Peacey's report come from? This is NOT ok to do. It is easily verifiable, yet Captain Hoffman states he hears this as well. Appears confused? This analysis of the state of mind of my attacker, combined with this false statement of words never spoken, is bad policing at its finest.
CD remains in close proximity to B. Bhamber and continues to record and question him. B. Bhamber then pushes the camera away. CD then yells at B. Bhamber not to touch him and slaps him in the head.
No, Bhavpreet exits his car and I remain stationary, then move laterally. At no time do I extend my arm holding the camera toward him or within his reach. He intentionally steps closer to me, this is shown on the video, and then hits me without warning. That is what the VIDEO shows. I don't know how this Officer still has a job but I'm going to make sure he doesn't for much longer.
ZD comes out and attempts to separate the parties. While ZD is separating the parties CD continues to antagonize B. Bhamber and tells him he slapped him for touching him.
False. I am asked twice, once by my brother, and once by Jaspreet, what happened. I reply I hit Bhavpreet for "touching" me. Hitting is also touching. I chose the word touching. Either way, it is assault and so is what is about to happen.
Jaspreet then arrives on scene and attempts to mediate along with ZD. CD then threatens to hit Jaspreet in the same fashion he hit his brother if Jaspreet comes closer.
Jaspreet does nothing of the kind. He advances aggressively and provokes his brother to attack again, and refuses to stop and call the police instead. He is a liar in his report as well, as he NEVER saw me striking Bhavpreet -- Iman Bhamber did. Jaspreet commits perjury and obstruction, files a false report, and calls me a drunk racist.. and the police help him do it.
B. Bhamber then pushes ZD's arm away from him and approaches CD. The camera then becomes obstructed by the tussle and nothing is witnessed until approximately 30 Seconds later when he camera is picked back up by CD who begins to yell at B.Bhamber that he is going to jail. B. Bhamber states he was acting in self-defense. I asked that CD provide me with a copy of the video. CD provided the video to Officer White.
That's assault. That is not self-defense. Why is this OK? This is a violation of the very definition of self-defense in the State law. This lack of the description of the video and audio clearly present on the video evidence is an attempt to downplay the seriousness of the attack. I literally CHOKE out the words, "He's CHOKING ME" while being choked for almost 30 seconds.... after being punched nearly unconscious. Self-defense? Good thing I had a camera and didn't fight back, or at least I thought at the time.
I then asked ZD for his account of events. ZD stated that he came out to separate his brother and B. Bhamber, but B. Bhamber kept aggressing towards CD because he was "looking for a fight". He stated that B. Bhamber then pushed his arm and attacked his brother CD. B. Bhamber placed CD in a chokehold and he was worried for CD's safety, so he elbowed B. Bhamber in the head to get him to let go. ZD went on to describe the choke hold as B. Bhamber having his arm along the cheek bone of CD. ZD made a point to state that his arm was an inch away from his carotid artery. ZD stated that it appeared that Jaspreet was trying to grab CD's legs to aid in B. Bhamber choking him. B. Bhamber let go after being struck and all parties returned to their homes.
Wow, a second eyewitness with consistant testimony. The same witness who placed the 911 call, and whose story is easily verifiable. Yet... the choking is ok because?? I asked for police? I insulted someones ego? That's not against the law in WA? I don't think so. I know so.
I then informed Zacahry and CD that I would contact Jaspreet and B. Bhamber before deciding on a course of action. I then requested that both ZD and CD complete witness statements. I then contacted B. Bhamber outside his residence. B. Bhamber stated the following. He was just driving his vehicle when CD walked up to his vehicle aggressively and began yelling at him. B. Bhamber exited the vehicle to figure out what was going on.
Figure out what was going on, by hitting me? Why approach such an aggressive angry person? It doesn't make sense, because it ISN'T TRUE.
B. Bhamber said he pushed CD's camera to get move it away from B. Bhamber. He then said that is when CD slapped him In the head.
Assault. Why did he approach me, a stationary object, and make contact? That is provoking as assault on his part, as well as assault. The second attack is a felony assault by strangulation, to which Bhavpreet has no affirmative defense. These are facts. This is the law.
B. Bhamber stated that once ZD came out he felt like he was outnumbered two against one, so he called his brother outside for assistance. B. Bhamber stated that CD was yelling at him and threatened to slap his brother Jaspreet when he came outside. B. Bhamber stated that CD continued to threaten him and his brother so he fought back. B. Bhamber stated that the exact details of the altercation he does not remember.
Outnumbered? So when it was a giant against a little guy, it was OK to attack? Coward. Hell yea I threatened to slap Jaspreet as he started to approach like you just did, you moron. You fought back? Why not call the cops. Why pursue someone then claim you had to attack them? It doesn't make sense because IT ISN'T TRUE. I really hate Bellevue police for this.
I then contacted Jaspreet. Jaspreet stated the following. He heard yelling outside so he went to see what was happening. He witnessed CD and B. Bhamber arguing. Jaspreet stated he went to try and separate the parties, but CD continued to yell and curse. Jaspreet stated CD threatened to smack him. Jaspreet then stated that B. Bhamber and CD ended up on the ground but he is not sure how. Jaspreet stated that he then tried to separate the Christain and B. Bhamber by pulling the parties apart. B. Bhamber then let go and the parties separated. Jaspreet stated he was sorry for the day's events and wished to apologize to CD and ZD for the altercation. Officer Peacey and I then walked with Jaspreet back to the residence of CD and ZD. I contacted CD and ZD and informed them that Jaspreet was outside and wanted to apologize.
Wow, so Jaspreet doesn't know. Bhavpreet doesn't know. They just attack people and black out. Wow. Good thing we have a video, and Iman Bhamber is an eyewitness as well as my brother and me. We both remember what happened.
Jaspreet attempted to apologize, but CD was still highly upset. CD started cursing at Jaspreet about his brother's poor driving habits. I then advised Jaspreet he should return home and I would re contact him later. I then provided CD with a case number and my information.
APOLOGIZE FOR WHAT??? For me attacking? IT DOESN'T MAKE SENSE BECAUSE IT ISN'T TRUE. No mention of Officer Peacey's tirade? No mention at all of the argument with my brother? Wow, thanks Officer Wyche. That's a policy violation.
I informed CD that based on what I had determined today that no one would be taken into custody but I would write up a report and forward it on to the prosecutor.
You didn't do anything other than listen to TWO GUYS WHO DIDN'T REMEMBER. When you had video evidence and three eyewitnesses, injuries present on both VICTIMS, and not the attackers... but you investigated fully. Fucking LIAR. I want this guys badge.
I then used department issued iPhone to take photographs of CD's injuries. I later transferred the photos to a CD. I did not alter, edit or change the photos in any way prior to transferring them on to the CD. I booked the CD into evidence as item CJW-Ol. I later deleted the original photos from my device.

I then re contacted Jaspreet and B. Bhamber and asked that they provide me with witness statements as to their account of events. I provided Jaspreet with a case number and my business card and informed them that I would write a report and forward it to the prosecutor. I then cleared the call.
Yea, and when they DID NOT submit a statement until AFTER THIS REPORT WAS WRITTEN, you had to go back and try to convince them to lie in court. They refused. Why is that? BECAUSE THEY WOULD GET CAUGHT, and now I'm going to catch everyone in their lies.
Based on the video, the statements and demeanors of the parties involved, and the fact that CD at no time ever attempted to contact B.Bhamber or his family in a cordial manner about his concerns prior to the altercation, I have determined that CD will be charged with harassment and disorderly conduct.
That makes no fucking sense. At all. I was attacked first, pursued down the street to my property, punched in the head, grabbed, choked, and... that's my bad??? This is so bogus I thought surely anyone would see and help me. Nope. Every police officer at Bellevue PD, the council, mayor, and office of risk management and the city attorney ratify every action as correct, and every statement as true... even the ones that contradict the other statements. This is a logical impossibility. This is insanity. I will go to court for justice.
