After my Federal Claims were dismissed by Judge Jones of Seattle, King County Superior Court Judge Bowman declared on remand that my action against the Police and City was NOT frivolous; but the court was bound by the principle of collateral estoppel.... a Federal judge had dismissed my claims stemming from the same set of facts.
I had mistakenly claimed I was arrested per BPD policy regarding issuing citations; however, the officers only lied while attempting to arrest me via a Referral to the prosecutor (with clear recommendations to charge me), which was something they said they would not be doing... (and only decided to do AFTER I filed my first complaint 5/20/15!).
I should have sued for declaratory relief and nominal damages, or sought a writ of mandate to prove the police didn't follow their own policies and whereby a trial could be ordered to decide any issues of fact disputed.
I screwed up big time going it alone. Too much Law & Order and Judge Judy and not enough time in the real world "justice" system.

I also screwed up when I filed a small claims action in 2015 against the assailants. The case was obstructed by Issaquah District Court Judge Peter J. Nault, who refused the video evidence and made up his own laws. Apparently this guy had been removed from hearing Criminal cases for refusing evidence in DUI cases.
Despite spending 6 months trying to vacate the bogus small claims decision by Judge Peter J. Nault, including filing a writ of mandate in Superior court to compel the lower court to forward my appeal, my appeal regarding the denial of my motion of vacate was rejected on April 2017, and the ruling of May 2015 allowed to stand. I did not appeal further.

UPDATE:::::: 1/17/2017
I went to District 2 Headquarters of the Washington State Patrol and spoke to someone there who told me the State Attorney General's Office must order any investigation.
When I got home, I got the mail and learned Judge Nault overruled himself nearly two weeks ago. No one told me.
UPDATE part II: State Attorney Generals Office Responds:
State Attorney General "cannot direct" anyone to investigate; State Patrol can investigate if they choose.
I sent an e-mail about this contradictory advice and received no response from the State Patrol, the King County Executives Office, or the King County Sheriff.

UPDATE::::: 1/12/2017
I was told by the Washington State Patrol and King County Prosecutor to report my criminal allegations to the King County Sheriff's Office.
I first went to the Sheriff's Criminal Investigative Division and was referred to the main Administrative office.
When the Front Desk realized they didn't know the answer to my question, the tried to provoke a Deputy to remove me, without any explanation other than "He needs to leave".
Luckily, the Deputy realized I wasn't committing a crime and he tried to answer my question.
He could not, and called someone else, which is what the front desk could have done.
I have filed a complaint. No one responded to my formal complaint. I resent. No response.
I requested the surveillance video and received a bunch of footage without audio, of every angle except the room I was in, and none of which captures the interaction.

The fact the Bellevue officers lied has never been addressed.
The entire incident was covered up by the police and the City.
Our county has no Grand Jury powers, so the prosecutor can do nothing about Felony perjury.
Officer Robin J. Peacey has never had to give any testimony or explain her actions, to date.
I hope the police will improve, and through that, the lives of people will improve.
